The TIMEPAC project and the most important results are briefly presented. This is followed by an overview of the recast Energy Performance of Buildings Directive (EPBD) 2024. The focus is on the following topics:

- What do we already have, what do we still need?

Article 12 Renovation Passport

Article 12 is briefly presented. This is followed by an explanation of the approaches to implementing the renovation passport developed in TIMEPAC. Among other things, the different levels of detail and the associated costs and benefits are discussed, as well as how to deal with the building system boundary in relation to the goal of zero emission buildings. The following topics will be addressed:
- The renovation passport compared to the energy performance certificate
- Dealing with neighbourhood approaches
- Costs and benefits of the renovation passport

Article 19 Energy Performance Certificates

There are more precise and new requirements for the energy performance certificate, including the indicators to be listed. TIMEPAC has developed approaches for the enhanced energy performance certificate, which will be presented. The following topics will be discussed:
- Zero-emission building
- New indicators, e.g. for improving indoor climate quality
- Provisions on the recommendations

Article 16 Data exchange

Data availability is a key issue for the renovation of existing buildings. For the first time, there are provisions for this in the EPBD. In TIMEPAC, approaches have been analysed to determine which data repositories can be used for the creation of renovation passports, and which challenges still need to be solved. Article 22 Databases for the energy performance of buildings

Energy performance certificate databases are not only used for the independent control system but are able to fulfil other functions. The recast EPBD 2024 makes national databases mandatory and extends their scope beyond energy performance certificates to other data sources. For the first time, there are more precise provisions to ensure the usability of the data. In TIMEPAC, the main focus has been on the combination of energy performance certificates and renovation passports, which will be discussed in more detail:
- Database connection of energy performance certificates and renovation passports
- Data quality requirements (purpose-specific)
- Cost data (renovation measures)

Article 3 National building renovation plan

The national building renovation plan is a further development of the long-term renovation strategy and is characterised by more detailed specifications in order to achieve better comparability between Member States. The aim is to report on progress compared to planning. In TIMEPAC, an approach has been developed to characterise the building stock using typical buildings. These so-called archetypes are defined on the basis of data from the energy performance certificate database. This method is presented in the context of the new national building renovation plan:
- Further development of the long-term renovation strategy
- Planning and reporting progress
- Data sources and building archetypes as a bridging solution

Article 17 Financial incentives, competences and market barriers

This session focuses on the implementation of renovation measures based on the renovation passport. TIMEPAC has been working on how to make the renovation passport an efficient and effective tool to facilitate the financing of stock improvements. The following issues will be addressed:
- Data availability, data security and reliability
- Energy poverty, vulnerable households
- Easier access to subsidies for refurbishment of existing buildings

Summarising discussion and outlook

The transformation of the building stock towards zero emission buildings requires a stronger link between the building level and local spatial planning. The usability of renewable energies and the possibility to connect to heating and cooling networks are determined by local spatial planning and energy planning. It is also possible to identify target areas for renovation. Data from existing databases can be used for this purpose. The following priorities are covered:
- Local spatial planning and zero-emission buildings
- Building logbook and municipal databases (GIS, zoning and development planning)
- Procedure for the designation of redevelopment target areas
